Kainga Ora's Auckland state-housing build programme. After a 2024 review and the February 2025 turnaround plan, the Government refocused Kainga Ora as a landlord rather than a developer: hundreds of developments, about 3,500 homes nationally, were scrapped, surplus land is being sold, about a third of staff were cut, and state-housing stock is set for no net increase from 2026. Remaining Auckland builds continue at a reduced pace.
