Expansion of Hawke's Bay Regional Prison at Mangaroa near Hastings. The confirmed phase is two new high-security units adding about 316 beds, a design-and-build signed with Naylor Love in October 2025 using a stripped-back no-roof design, taking the prison to about 1,071 beds when it opens in early 2027. Corrections is self-funding the units from existing budget and has not disclosed the cost. Further phases are signalled alongside Waikeria but are not confirmed or funded.
