Auckland Watercare: Water Supply Upgrades

Watercare's ten-year capital programme: new water treatment capacity, trunk main replacements, wastewater upgrades and the Huia treatment plant replacement (about $1.12b, the flagship). Funded through water charges as Auckland grows past two million. In late July 2026 Watercare lifted the programme to $15.2b, its largest ever and up from $13.8b, including roughly $4b of new and accelerated investment. As both Crown Monitor and economic regulator, the Commerce Commission said it will fully scrutinise whether that spend is prioritised and efficient, and is setting Watercare's first price-quality path (PQP28) to apply when the charter ends in mid-2028.
